In late 1906 the W. M. Carter Lumber Company, owned by William M. Carter, built a sawmill on the New Orleans & Northeastern Railroad in the northern part of Laurel. In January 1916, having acquired considerable timber in Clarke County, the company built another mill at Eucutta with a cutting capacity of 10,000 feet per day. Charles N. Carter was in charge of this mill which was known as the Carter & Ferguson sawmill. 

Since the Carter mill at Laurel apparently did not have a logging railroad, it is not known where the above Shay was used. 

A small 20,000ft/day mill was also listed as located near milepost 108 on the MJ&KC, about 2 miles north of Tuckers Crossing, in 1907.

On the night of October 1, 1917, the entire plant at Laurel was destroyed by fire along with 12 houses for mill workers, 17 cars loaded with lumber and the adjacent mill of the Baldwin Lumber Company. The loss to the Carter Company was $100,000. At the time of the fire, the Carter mill was located on the northern outskirts of Laurel next to the tracks of the New Orleans & Northeastern Railroad. Apparently the plant was not rebuilt. The mill at Eucutta was sold on May 9, 1917, to Campen & Grady and moved to Sebastopol, MS.
